Règions de France, an association representing 18 French regions, declared that its members are now ready to collaborate with the national government to set the terms and conditions for the competitive tendering of regional passenger rail transport services.
Over the past years, the regions have carried out a strategic analysis in order to prepare for the implementation of the Fourth Railway Package requiring the competitive tendering of the majority of Public Service Obligations for railway passenger transport operation in Europe by December 2023.
Régions de France stipulates that regional governments will make everything possible to consolidate the transparency of regional railway services in order to collect all operating data concerning the services delivered by SNCF Mobility, access to network, stations and facilities managed by SNCF Reséau and SNCF Gares et Connexions.
The association believes that the information about passengers and ticketing systems is a special concern for user groups and the regions asked the government to ensure the interoperability of integrated ticketing systems.
French Transport Minister, Elisabeth Borne, confirmed in July that a Mobility Law would be included in the Government’s legislative programme for 2018. The Law will approach the gradual liberalisation of the regional railway market.
